乡村振兴背景下民族地区新型城镇化-旅游产业-生态环境协调发展研究——以四川、云南、甘肃、青海四省为研究区域 被引量:14

Research on the Coordinated Development of a New Type of Urbanization,the Tourism Industry,and Ecological Environments in Ethnic Minority Areas under the Background of Rural Revitalization:Taking Sichuan,Yunnan,Gansu,and Qinghai as the Study Areas

摘要 本文构建四省民族地区新型城镇化-旅游产业-生态环境协调发展评价指标体系,运用耦合协调模型、地理探测器和灰色预测模型展现、分析及预测四省民族地区新型城镇化、旅游产业与生态环境(以下简称“UTE”系统)协调关系及演进过程。研究发现2008-2018年该区域UTE系统协调水平不断优化上升,内部发展不均衡,差距进一步拉大;新型城镇化领先,旅游产业和生态环境滞后是总体特征;经济发展和生态环境改善是制约和影响耦合度的关键因素;未来协调度稳步提升,但演进速度区域差异明显。基于此提出尊重和保护文化环境为四省民族地区的发展基础、加强区域合作、构建区域发展协调保障机制的建议。 Under the background that China vigorously promotes the new-type urbanization and implements a strategy of rural revitalization,strengthening the construction of ecological civilization and building an industrial system of green and low-carbon circular development is an inevitable requirement to achieve the goal of a“beautiful China”and“common prosperity”for all people.Coordinated development of a new-type urbanization,the tourism industry,and an ecological environment is a long-term measure to achieve sustainable and stable poverty alleviation and effective rural revitalization in Tibetan areas of four Chinese provinces,respectively Sichuan,Yunnan,Gansu,and Qinghai.This research attempts to establishe an evaluation index system for the coordinated development of a new type of urbanization,the tourism industry,and an ecological environment in ethnic minority areas in the above-mentioned four provinces,using the coupling coordination model,a geographical detector,and a grey prediction model to demonstrate,analyze and predict the coordination relationship and evolution of new urbanization,the tourism industry,and an ecological environment(hereinafter referred to as the“UTE”system)in ethnic minority areas of the four provinces,and clarify the coupling coordination mechanism of new urbanization construction,the tourism industry,and ecological environment construction.Research results show that from 2008 to 2018,the coordination level of the UTE system in these areas has been continuously optimized and improved,the internal development is uneven,and the gap has further widened;the overall characteristic is that new urbanization is leading,and the tourism industry and the ecological environment are lagging;economic development and ecological environment improvement are the key factors restricting and influencing the coupling degree;the future coordination degree is steadily improving,but the evolution speed is obviously varying in different regions.This paper,therefore,proposes that—based on respecting and protecting the cultural environment of the ethnic areas in the four provinces—1)regional cooperation should be strengthened,2)a coordinated guarantee mechanism for regional development be built,3)urban construction be further promoted as to create a green and harmonious tourism environment,4)technological progress be encouraged to strengthen the radiation and driving effect of tourism,and grasp its advantages to push a deep integration of tourism towns,etc.,so as to promote an orderly and coordinated development of the new type of urbanization and tourism.At the same time,5)accelerate the speed and pace of rural revitalization and new-type urbanization construction in ethnic areas under the new situation of socialist construction to strive for an early realization of rural industrial revitalization and high-quality,efficient,and sustainable ecological development of this new-type urbanization in ethnic minority areas.
