摘要
城市的脆弱性是评价一个城市是否健康发展的重要指标,也是指导资源型城市和谐可持续发展的重要导向。从资源、生态、社会、经济四个维度构建资源型城市脆弱性评价体系,以熵权-TOPSIS模型对资源型城市——克拉玛依市进行的城市脆弱性的动态变化情况评价,结果表明:2008—2017年克拉玛依市的城市脆弱性得分平稳上升,但总体脆弱性得分始终在0.1~0.2分之间,显示克拉玛依市城市脆弱性无明显的改善,依旧处于经济社会综合发展极为脆弱的阶段,但该市生态脆弱性、社会脆弱性、经济脆弱性均呈现良好的改善态势,且社会发展要素对于城市综合脆弱性的贡献最大,而资源脆弱性得分呈现较大幅度下降,资源开发与利用依旧是决定克拉玛依市能否健康可持续发展的关键。
Urban vulnerability is an important indicator to evaluate whether a city is developing healthily,and also an important guide to the harmonious and sustainable development of resource-based cities.This paper constructs the vulnerability evaluation system of resource-based cities from four dimensions of resources,ecology,society and economy,and studies the dynamic changes of the urban vulnerability of Karamay,a typical resource-based city,by using the entropy-TOPSIS model.The research results show that from 2008 to 2017,the urban vulnerability score of Karamay City increased steadily,but the overall vulnerability score has been hovering between 0.1~0.2 points,reflecting that the urban vulnerability of Karamay City has not improved significantly,and it is still in a very fragile stage of comprehensive economic and social development.The ecological vulnerability,social vulnerability and economic vulnerability of Karamay City all showed a good improvement trend,and social development contributed the most to the comprehensive vulnerability of the city,while the score of resource vulnerability showed a significant decline.Therefore,the development and utilization of available resources are still the key to determining whether Karamay can develop healthily and sustainably.
