面向低碳发展的农业生态效率测度与时空演变分析——基于SBM-ESDA模型 被引量:62

Low-carbon Oriented Measurement and Spatiotemporal Evolution of Agricultural Eco-efficiency in China: Based on SBM-ESDA Model

摘要 农业碳排放是我国碳排放的重要构成,农业低碳发展对于我国实现3060目标具有重要现实意义。本文面向低碳发展,基于SBM方法构建农业生态效率评价模型,使用1998—2018年中国农业投入与产出面板数据,对面向低碳发展的我国农业生态效率进行科学量化,并运用ESDA方法分析其时空演变特征。研究发现,面向低碳发展的中国农业生态效率在波动中呈现上升趋势,三大经济区差异显著,东部地区农业生态效率较高、中西部较低;多数省份在投入指标上都存在不同程度的冗余,劳动力冗余和土地冗余的情况尤为严重;农业碳排放冗余是造成我国各省份农业生态效率不足的普遍因素;中国农业生态效率呈现显著的空间聚集模式,热点区域主要分布在东部地区,表明东部地区农业活动空间关系密切。因此,应构建农业区域协调发展机制,推动地区和省域间的协调发展;优化农业要素投入,减少农业碳排放;加强农业发展合作联动,开展农业污染协同治理,从而实现面向低碳的农业高质量发展。 As an important component of China’s carbon emissions, agricultural low-carbon development is of great practical significance for China to achieve the 3060 goal.Facing low-carbon development, this paper constructs an evaluation model of agricultural eco-efficiency based on SBM method, scientifically quantifis the agricultural eco-efficiency facing low-carbon development in China by using panel data of agricultural inputs and outputs from 1998 to 2018,and analyzes its spatio-temporal evolution characteristics by using ESDA method.The results show that the agricultural eco-efficiency of China is on the rise, and there are significant differences among the three economic zones.The agricultural eco-efficiency of the eastern region is higher, while that of the central and western regions is lower.Most provinces have different degrees of redundancy in input indexes, especially the redundancy of labor force and land.Agricultural carbon emission redundancy is a common factor that causes agricultural ecological efficiency inadequacy in all provinces of China.China’s agricultural eco-efficiency shows a significant spatial aggregation pattern, and the hot spots are mainly distributed in the eastern region, indicating that there is a close spatial relationship between agricultural activities in the eastern region.Therefore, the mechanism of regional coordinated development of agriculture should be established to promote the coordinated development between regions and provinces, optimize agricultural factor inputs and reduce agricultural carbon emission.It’s necessary to strengthen cooperation and linkage in agricultural development and carry out coordinated treatment of agricultural pollution, so as to realize high-quality agricultural development oriented to low carbon.
