摘要
目的对2016—2020年珠海市卫生资源配置公平性情况进行分析,为政府制定区域卫生规划提供参考依据。方法运用泰尔指数从人口、地理及经济三个维度评价珠海市2016—2020年卫生资源配置公平性。结果2016—2020年,珠海市卫生资源总量逐年增加,但各项卫生资源在各维度上配置的泰尔指数升降趋势不同,按地理维度配置的泰尔指数最高,东部卫生资源配置的泰尔指数最高。按人口及地理维度配置的组间差异贡献率>组内差异贡献率,按经济维度配置的组内差异贡献率>组间差异贡献率。结论珠海市卫生资源总量有所增加,仍然存在水平不高、分布不均等问题,经济水平是影响卫生资源配置的主要因素。西部卫生资源投入不足,东部卫生资源配置公平性最差,基于地理维度配置的公平性最差。建议强化政府主导责任,加大卫生财政投入,促进东西部均衡发展,缩小区域间差异,优化医疗卫生资源配置、完善公共卫生服务体系。
Objective To analyze the fairness of the allocation of health resources in Zhuhai from 2016 to 2020,and to provide a reference for the government to formulate regional health plans.Methods The Theil index was used to evaluate the fairness of health resource allocation in Zhuhai from 2016 to 2020 from three dimensions:population,geography and economy.Results From 2016 to 2020,the total amount of health resources in Zhuhai increased year by year,but the rise and fall of the Theil index of the allocation of various health resources in various dimensions were different.The Theil index allocated by geographic dimension was the highest,and the Theil index of eastern health resources allocation was the highest.The contribution rate of differences between groups configured by population and geographic dimensions>the contribution rate of differences within groups,the contribution rate of differences within groups configured by economic dimensions>the contribution rate of differences between groups.Conclusion The total amount of health resources in Zhuhai has increased,but there are still problems such as low level and uneven distribution.Economic level is the main factor affecting the allocation of health resources.Insufficient investment in health resources in the west,the fairest allocation of health resources in the east,and the worst allocation based on geographic dimensions.It is recommended to strengthen the government's leading responsibility,increase financial investment in health,promote the balanced development of the east and the west,narrow the differences between regions,optimize the allocation of medical and health resources,and improve the public health service system.
