摘要
2008年以前特种作业长期处于较为混乱、多头发证、多头监管的方式,由于该类工种容易发生人员伤亡事故,自2008年起,住房和城乡建设部陆续出台相关文件,在全国范围内进行综合治理,对特种作业考核基地提出了明确的管理要求,至此全国特种作业考核基地方才逐渐有序有质地发展起来。随着互联网技术、数字化技术、大数据技术等科学技术的不断发展,国家也陆续出台了相关的政策文件引领各行各业加快创新改革。经过近10年的发展,特种作业考核基地遇到了一个创新发展最好的窗口期。该文从特种作业考核基地的现状、数字化建设的优势、有效实施的途径等方面进行了详细的阐述。
Before 2008, special operations had long been in a chaotic, multi-certificate, and multi-supervision mode. This kind of work is prone to casualties, so that,since 2008, the Ministry of Housing and Urban-Rural Development has successively issued relevant documents to conduct comprehensive nationwide governance, and clear management requirements have been put forward for the special operation assessment base, so that the national special operation assessment base has gradually developed in an orderly and qualitative manner. With the continuous development of Internet technology, digital technology, big data technology and other science and technology, the country has also successively issued relevant policy documents to guide all walks of life to accelerate innovation and reform. After nearly ten years of development, the special operation assessment base has encountered the best window period for innovation and development. This paper elaborates on the current situation of the special operation assessment base, the advantages of digital construction, and the effective ways of implementation.
