摘要
当前,我国都市圈空间范围的划定,既出现了国家政策层面界定的模糊,也出现了地方实践层面操作的差异。在实际运用中,还出现了都市圈、都市区两个概念的交叉。基于此,文章在对都市圈、都市区两个概念进行辨析的基础上,提出在国家政策层面需明确二者的区别,并建议以《都市圈国土空间规划编制规程》(报批稿)提出的划定方案为依据,确定都市圈和都市区的划定范围。
Aiming at the delineation of metropolitan region,there are both definition problems in national policy and operational differences in local practice.At the same time,the definitions of "metropolitan region" and "metropolitan area" are mixed in practice.The paper analyzes the two definitions and argues that they should be differentiated at national policy level,and the delineation of metropolitan region and metropolitan area should be based on the Code of Practice for Territorial Spatial Planning of Metropolitan Region(to be approved version).
