摘要
[目的/意义]为解决应急管理中预警与响应的情报协同失灵问题,提高应急管理效能,利用数智赋能推进应急情报协同建设。[方法/过程]基于安全情报体系和传统应急情报协同体系,充分利用数智智能的数据收集、信息研判、服务供给、机器执行优势解决应急情报协同困境,构建数智赋能的现代化应急情报协同体系。[结果/结论]数智赋能应急情报协同收集子系统、分析子系统、服务子系统和应用子系统是数智赋能应急情报协同体系的主体构件。应急情报协同生成机制、应急情报协同传递机制、应急情报价值协同实现机制、应急情报协同监督机制是其运行规则。通过数智赋能的多源协同感知、多主体协同研判、多方服务供给、多元协同响应,实现从数据协同、信息协同、情报协同到行为协同的转化,大力推进应急管理现代化建设。
[Purpose/Significance]In order to solve the problem of intelligence coordination failure between early warning with response in emergency management,the coordination construction of emergency intelligence has been perfected and empowered by data-intelligence to improve the efficiency of emergency management.[Method/Process]A modernized coordination system of emergency intelligence empowered by data-intelligence was built based on the safety intelligence system and the traditional emergency intelligence coordination model.The data collection,information research and judgment,service supply,and machine execution advantages of data-intelligence were fully utilized to solve the emergency intelligence coordination dilemma.[Result/Conclusion]The collection subsystem,analysis subsystem,service subsystem and application subsystem are the main components of emergency intelligence coordination empowered by data-intelligence.The generation mechanism,transmission mechanism,value realization mechanism and supervision mechanism of emergency intelligence coordination are its operating rules.Through the multi-source coordination perception,multi-subject coordination research and judgment,multi-party service supply,and multi-coordinated response empowered by data-intelligence,the transformation is realized from data collaboration,information collaboration,intelligence collaboration to behavioral collaboration.Thus the modernization of emergency management is vigorously promoted.
