摘要
国土空间生态保护修复是自然资源部门“两统一”职责之一,是建设生态文明和推动高质量发展的重要举措。当前国土空间生态修复面临项目统筹难度大、审批流程长、资金支出进度缓慢、监管难度大等困境。区块链技术是推动公共治理高效、安全和智能化的重要工具。文章在系统梳理区块链技术要点和国土空间生态修复困境的基础上,分析区块链技术应用于国土空间生态修复的可行性,提出基于基础设施、技术、功能、应用、目标五个层面的应用技术框架构想,以及加快技术研发与试点探索、完善基础设施与配套、强化人才队伍建设、加强标准化建设和支撑、激励多元主体协同联合的实施路径。
Ecological protection and restoration of territorial space is one of the"two unification"responsibilities of the Ministry of Natural Resources,and it is an important measure to construct ecological civilization and promote high-quality development.At present,ecological restoration of territorial space is faced with predicament such as project planning is difficult,the approval process is long,the progress of capital expenditure is slow,and supervision is hard.Blockchain technology is an important tool to promote efficient,secure and intelligent public governance.On the basis of systematically combing the crucial points of blockchain technology and the predicament in ecological restoration of territorial space,the paper analyzes the feasibility of the application of blockchain technology in ecological restoration of territorial space,and puts forward the framework of application technology based on five levels,including infrastructure,technology,function,application and goal,furthermore accelerating technology R&D and pilot exploration,improving infrastructure and supporting facilities,strengthening construction of talent team,promoting standardization construction and support,and implementation path of encouraging multiple subjects to cooperate and unite.
