摘要
近年来,按照公安部相关要求和部署,各地公安机关聚焦战斗力提升,突出实战化导向,深化推进“情指勤舆”一体化实战化运行机制,打击犯罪、安全防范、社会管理、风险控制、行政服务能力和水平显著提升。规范健全“情指勤舆”一体化实战化运行机制,是把握新发展阶段、贯彻新发展理念、撬动新型警务机制建设的重要杠杆,对规范公安执法具有重要意义。通过建模方式,充分结合先进经验和实战案例,探索构建了包含情报中枢、指挥中心、勤务调度、舆情监测四大板块的警务“情指勤舆”一体化运作应用新机制,力求提供警务现代化改革的数字化方案。
In recent years,according to the relevant requirements of the Ministry of Public Security,the public security organs focus on improving combat effectiveness,highlighting actual combat orientation,and deepening the policing operation mechanism of integration of“intelligence,command,service and public opinion”integrated combat operation mechanism,The ability and level of“fighting crime,security prevention,social management,risk control and administrative services”have been improved significantly.Standardizing and improving the integrated practical operation mechanism of“intelligence,command,service and public opinion”is an important lever to grasp the new development stage,implement the new development concept and leverage the construction of new policing mechanism.It is of great significance to standardize public security law enforcement.Through modeling method,fully combining advanced experience and actual combat cases,this paper explores and constructs a new integrated operation and application mechanism of police“Intelligence Command Service and Public Opinion Integration”including four sections of“intelligence center,command center,service dispatch and public opinion monitoring”,and strives to provide the digital scheme of police modernization reform.
