摘要
碳信用是应对全球气候变化有效的市场调节工具。碳信用普惠机制旨在将小微企业、公众等碳排放主体的低碳行为量化并价值化,依托碳信用积分强化激励低碳实践,促进生活消费领域的碳减排。区域碳信用普惠作为一个新兴概念,存在一定程度的研究空白。以国外碳普惠实践与国内省市碳普惠试点为经验基础,构建京津冀区域碳信用普惠机制,以期促进区域层面的碳信用交易普惠发展,推进区域协同的低碳经济发展,为“碳中和”与“碳达峰”目标的实现奠定坚实基础。
Carbon credits are an effective market regulation tool to address global climate change.The carbon credit inclusion mechanism aims to quantify and value the low-carbon behaviors of small and micro enterprises,the public,and other carbon emitting subjects,and rely on carbon credit points to strengthen incentives for low-carbon practices and promote carbon emission reduction in the field of living and consumption.As an emerging concept,re⁃gional carbon credit inclusion has some absence of research.This paper constructs a regional carbon credit inclu⁃sion mechanism in Beijing,Tianjin and Hebei based on the experience of overseas carbon inclusion practices and domestic provincial and municipal carbon inclusion pilot projects,with a view to promoting the development of car⁃bon credit transaction inclusion at the regional level,advancing the regional collaborative development of low car⁃bon economy,and laying a solid foundation for the realization of"carbon neutrality"and"carbon peaking".
