摘要
国家战略科技力量是我国建设世界科技强国的重要支撑,强化国家战略科技力量是习近平新时代中国特色社会主义思想的重大创新,更是习近平经济思想的重要方面。学术界对国家战略科技力量的内涵、内容与对策等进行了广泛研究。其中:内涵研究包括国家战略科技力量的概念界定、特征描述和分类定位等;内容研究包括主体、区域、领域等层面的实践探索;对策研究包括加强制度建设和模式创新、统筹人才高地与发展布局、注重人才培育与经验借鉴等。总体上看,当前学界对国家战略科技力量的研究中,政策解读、经验梳理和策略分析较多,立体化、系统化、理论化的研究较少,研究还不够深入。在研究现状综述和研究不足分析的基础上,提出了国家战略科技力量未来研究的展望,包括:聚焦研究共识,服务发展战略;提高理论水平,立足创新实践;加强国际交流,吸收先进经验等。
Strengthening national strategic scientific and technological forces is an important approach to promote scientific and technological innovation for all the countries.It is also an important support for China to build a world scientific and technological powerhouse.Strategic scientific and technological forces capable of fighting hard battles,fighting big battles and winning them must be developed to accelerate the construction of innovative countries and the world’s scientific and technological powers.Recently,strengthening national strategic scientific and technological forces has become a hot topic for researchers and practitioners.The purpose of this paper is to conduct a comprehensive literature review on the current research status of national strategic scientific and technological forces,analyze the shortcomings of existing research,and try to make an outlook on future research.This study mainly adopts qualitative research methods such as content analysis and literature review.Specifically,through the content analysis method,the speeches of President Xi Jinping and public policies related to national strategic scientific and technological forces were summarized and sorted out from three aspects,including the requirements,the deployment and the initiatives of strengthening national strategic scientific and technological forces.Through the literature review method,there are more than 100 articles with the keyword"national strategic scientific and technological force"by August 2022 from China National Knowledge Infrastructure(CNKI).These articles can be divided into roughly three parts:the concept research,the content research and the suggestion research.By reviewing all the speeches,public policies and research articles mentioned above,this study summarizes the main views and shortcomings of the literature on the topic of"national strategic scientific and technological forces".Specifically,(1)the concept research mainly includes the definition of concept,description of characteristics and classification of the types of national strategic scientific and technological forces;(2)the content research mainly includes the main stakeholders,the regional practices,and the key focus of national strategic scientific and technological forces;(3)the suggestion research mainly includes strengthening institutional construction and model innovation,coordinating talent highlands and regional layout,and focusing on talent cultivation and experience learning.Besides,this paper also pointed out shortages and problems in the existing studies on national strategic scientific and technological forces:(1)research frameworks are not well-organized and the depth of research is low;(2)lack of quantitative methods and insufficient linkage with reality;(3)research horizon is narrow and absorbing from other experiences are not enough.At the end of this paper,the authors propose the outlook of future research on national strategic scientific and technological forces:(1)unify research consensus and focus on the critical research topics;(2)improve theoretical level and make suggestions based on practice;(3)strengthen international exchange and absorb good experiences actively.
