摘要
资源型城市在其生命周期内进行转型发展是一个必然要求。为避免资源耗尽而带来的经济下行、生态环境、保障民生等问题,每个资源型城市都需要尽早谋划城市的未来,包括产业链条延伸、替代产业体系构建、生态修复、文化彰显等主要内容。文章从资源型城市发展的一般规律研究出发,分析了国内资源型城市发展现状及困境,借鉴了国内外类似城市的转型经验,梳理了资源型城市的转型发展模式。结合榆林市南郊片区的规划设计实践,探索了转型背景下资源型城市发展的规划技术实现路径。对于国内类似的资源型城市转型发展具有一定参考意义。
It is an inevitable requirement for resource-based cities to carry out transformation and development in their life cycle.In order to avoid resource depletion,economic downturn and ecological deterioration and fully protect people’s livelihood,each resource-based city needs to plan the future of the city as soon as possible,including the extension of industrial chain,the construction of alternative industrial system,ecological restoration,cultural demonstration and other main contents.Starting from the research on the general law of the development of resource-based cities,this paper analyzes the development status and difficulties of domestic resource-based cities,draws lessons from the transformation experience of resource-based cities at home and abroad,and combs the transformation and development model of resource-based cities.Finally,combined with the planning and design practice of the southern suburb of Yulin,this paper explores the implementation path of planning technology for the development of resource-based cities under the background of transformation.It has reference significance for the transformation and development of similar resource-based cities in China.
