摘要
政府要严格设置第三方环保服务企业的准入门槛,细化评价考核体系,使第三方环保服务企业的实施成果具体化,从而规范第三方环保服务以适应市场化发展要求。要建立第三方环保服务企业的有效激励机制,对管理规范、信用良好、服务优质的第三方环保服务企业,可考虑在政府采购、评先评优等方面给予支持,并通过减税、奖励等措施鼓励企业建立环境管理制度,加强环境管理。
The government should tighten the entry threshold for third-party environmental protection service enterprises,refine the evaluation and assessment system,and make the implementation results of third-party environmental protection service enterprises concrete,so as to standardize third-party environmental protection services to meet the requirements of market-oriented development.We should establish an effective incentive mechanism for third-party environmental service companies,for third-party environmental protection service enterprises with standardized management,good credit,and high-quality services,support may be considered in government procurement,evaluation of priority and other aspects,encourage companies to establish environmental management system through tax breaks,incentives and other measures,and strengthen environmental management.
