摘要
目的:调查“十四五”时期我国大型医用设备配置规划需求情况,为完善我国大型医用设备规划管理和科学制定配置规划政策提供改进建议。方法:采取问卷调查法和专家咨询法等方法,分别选取我国东、中、西部6个样本省,对“十四五”时期大型医用设备配置需求、当前存在问题及建议等方面开展调查分析。结果:大型医用设备配置规划总需求量与其经济社会发展水平呈显著正相关关系,其中公立医疗机构配置量占比与当地经济社会发展水平呈现负相关;经济发达地区人均规划量与“十三五”相比有所上升,每百亿GDP规划量的区间由“十三五”的1.78-4.31提高到“十四五”的2.06-4.59。结论:经济欠发达地区大型医用设备配置规划政策、服务利用的公平性和可及性有待改善;设备配置规划标准、全生命周期管理制度和信息数据的互联互通等有待建立完善。
Objective:To investigate the planning and configuration requirements of expensive medical equipment in China during the 14th five-year plan period,so as to provide suggestions for improving the planning and management of expensive medical equipment and making scientific planning and allocation policy in China.Methods:Questionnaire survey and expert consultation were used to analyze the demand,existing problems and suggestions of expensive medical equipment configuration of 6 sample provinces in east,central and west of China during the 14th five-year plan period.Results:There was a significant positive correlation between the planning and allocation of expensive medical equipment and the level of economic and social development,in which the proportion of allocation of public medical institutions was negatively correlated with the level of local economic and social development.The per capita planning volume of the economically developed regions had increased compared with the 13th five-year plan period,and the range of planning volume per 10 billion GDP had increased from 1.78-4.31 of 13th five-year plan period to 2.06-4.59 of 14th five-year plan period.Conclusion:The policy of expensive medical equipment planning and allocation,the fairness and accessibility of service utilization in underdeveloped areas need to be improved.The standard of equipment planning and disposition,the whole life cycle management system and the interconnection of information and data need to be established and improved.
