摘要
自2014年成立至今,中拉论坛机制建设日臻完善,引领中拉整体合作水平不断提升,助力中拉合作从经贸引领到多轮驱动。中拉经贸关系的“跨越式”发展是中拉论坛建立和发展的原动力,战略上的相互借重是中拉论坛成形及推进的根本保障,“一带一路”倡议则为中拉论坛持续推进注入新动力。然而受到拉美区域一体化水平提升难度大、地区形势更趋复杂多变以及美国对中拉合作干扰和破坏不断加码等因素的影响,拉美国家推进论坛建设的制约因素日趋明显。中拉论坛应适应新形势,在不断完善自身机制建设基础上,以第三届部长会议相关成果为行动指南,适时适度调整工作重点,持续推进人文交流、民间交流,切实提升对中拉合作的辐射带动作用。
Since the establishment of the China-CELAC Forum in 2014,it has witnessed progresses of its institutional building,escalated the level of China-Latin American cooperation in a gradual way,and made a contribution to various developments of the cooperation.The rapid development of the economic relations between China and Latin America is the driving force for establishing the forum.The strategic mutual support between the two sides provides the fundamental basis for the shaping of the forum.The Belt and Road Initiative injects new impetus into the development of the Forum.However,the obstacles to the development of the forum have been emerging due to the weak coordination of,the complicated situations in and the U.S.influence over Latin America and the Caribbean.Under the new situation,the China-CELAC Forum should constantly improve its institutional building,adjust its work priorities timely and moderately,continue to promote people-to-people exchanges,and practically enhance the role of the forum in escalating the ChinaLatin America cooperation.
