摘要
本文对我国发展生态高值功能农业的理论内涵与战略实现路径进行系统研究,对发展生态高值功能农业的理论内涵和基本特征进行阐释,为我国发展生态高值农业提供理论支撑。近年来,在国家有关政策扶持下,我国发展生态高值功能农业取得了一定的成效,但也面临一些亟待解决的问题。针对这些问题,提出了“十四五”时期我国生态高值功能农业的战略实现途径,即通过科学编制发展规划,确立生态高值功能农业的科研主攻领域和方向,建立发展生态高值功能农业的技术推广体系,设立国家生态高值功能农业产业发展的专项基金,建立发展生态高值功能农业的人才培养体系,逐步完善品牌体系建设和建立发展联农带农机制等政策措施,促进“十四五”时期我国生态高值功能农业较快的发展.
This paper systematically examined the theoretical implication and strategic implementation path for developing ecological high-value functional agriculture,and explained the theoretical implication and basic characteristics for it,which provided the theoretical support for developing ecological high-value functional agriculture in China.Over the past several years,under the relevant policy support from the government,China has gained some achievements in ecological high-value functional agriculture.However,we still confront several urgent issues to be addressed.To solve these issues,we propose the strategic implementation path for the ecological high-value functional agriculture during the"14th Five-Year Plan"period.We propose to establish the main research fields and directions of ecological high-value functional agriculture through the scientific preparation of development plans,and establish a technology extension system for the development of ecological high-value functional agriculture.In addition,we propose to set up a special national fund,establish a talent training system for developing ecological high-value functional agriculture,gradually improve the construction of brand system,and establish and develop the mechanism of"uniting agriculture to help farmers".These strategies are expected to promote the rapid development of ecological high-value functional agriculture in China during the"14th Five-Year Plan"period.
