摘要
高校巡察是巡视向基层的延伸和拓展,是学校党委落实全面从严治党主体责任的重要抓手。高校巡察与其他监督贯通融合对提升各类监督整体效能起到重要作用,其实现路径可以“思想、责任、机制、组织”四个要素为核心,即通过筑牢贯通融合的思想基础、强化贯通融合的责任抓手、建构贯通融合的有效机制和夯实贯通融合的组织保障来实现。
University inspection is the promotion and extension of inspection at the grassroots level,and it plays an important role in the university party commission’s undertaking the responsibility,which is to implement Party Central Committee’s strategic plan for exercising full and strict Party self-governance.Integrating and harmonizing the inspection supervision with other supervision is important to promote the effectiveness of total functions performed by kinds of supervision.The key to“integration and harmonization”lies in a way with the core of“Thought,Responsibility,Mechanism,and Organization”.Following these four principles,we need to achieve integration and harmonization of supervision through deepening and strengthening the foundation of participants’thought,enhancing the responsibility,building an effective mechanism,and consolidating the guarantee of organization.
