摘要
双重预防机制是强化公路工程风险管控、从根源上消除事故隐患的重要途径。以岱山县官山至秀山公路秀山大桥工程第X-SG-1标段项目施工过程为例,通过收集相关资料、结合项目特点构建了项目部的组织管理框架,并对项目施工过程进行了危险源辨识、风险量化分析,建立了风险分级管控清单和隐患排查治理清单,将施工过程中量化的风险责任与管理组织机构相对应,体现责任的量化分级管理,在公路工程施工过程管理中构建双重预防机制可有效预防事故发生,实现安全生产的关口前移。
The dual prevention mechanism is an important way to strengthen the risk control of highway engineering and eliminate the hidden danger of accidents fundamentally. In this paper relying on the X-SG-1 bid section of the Xiushan Bridge Project from Guanshan to Xiushan Highway in Daishan County as an example, by collecting relevant data and combining the characteristics of the project, the organization and management framework of the project department is constructed, and the hazard source identification and risk quantification analysis are carried out during the project construction process. The risk responsibility corresponds to the management organization, which reflects the quantitative and hierarchical management of responsibility. The construction of a dual prevention mechanism in the management of the highway construction process can effectively prevent accidents and realize the frontier of safe production.
