摘要
内部治理体系结构关乎产业学院管理体制机制、治理模式及其机制的附着或落地,以及治理形态的支撑。进入21世纪,产业学院治理实践已经出现过多种治理模式、治理机制和治理形态,其内部治理体系结构各不相同。目前,我国产业学院内部治理体系结构主要有三个类型,且都存在不适应或者不完全适应的问题,有待优化创新。从理论上看,产业学院内部治理体系结构优化本质上是产业学院治理要素及其关系结构的变革,而产业学院内部治理又体现为三链融合的治理或者四链多触点衔接的治理,因而其体系结构的基本框架包括产业学院的组织管理制度体系、机构体系、运行机制,主要由治理主体、治理机制、共同事物及公共空间等要素构成。从实践来说,产业学院内部治理体系结构优化重点是产业学院所属治理圈内外层主体关系变革、治理机制的组合调整与单个创新、内部共同事物及公共空间的改进。
In industrial colleges,the internal governance system and structure are important to the attachment or implementation of the management system mechanism,the governance model and its mechanism,and the support of the governance form.Since the beginning of the 21st century,various governance models,governance mechanisms,and governance forms have emerged in the governance practice of industrial colleges,and their internal governance system structures are different.At present,there are three main types of the internal governance system in China’s industrial colleges,and all of them are inadaptable or not fully adaptatable,which need to be optimized and innovated.From a theoretical point of view,the optimization of the internal governance system structure is essentially a transformation of the governance elements of the industrial colleges and its relationship structure,while the internal governance of the industrial colleges is essentially the governance of a 3-chain integration or a 4-chain multi-touch connection.The basic framework includes the organizational management system,institutional system,and operating mechanism of the industrial colleges,which is mainly composed of governance bodies,governance mechanisms,common things,and public space.From a practical point of view,the optimization is focused on the transformation of the relationship between the internal and external entities in the governance circle of industrial colleges,the adjustment of the combination of governance mechanisms,and the improvement of individual innovations,internal common things and public space.
