摘要
《生物安全法》的颁布,标志着我国生物安全法律法规体系、制度保障体系的构建进入了一个新的阶段,同时也赋予了新海关维护国门生物安全的重要任务。为了尽快实现新海关在国门生物安全防控领域的治理能力和体系现代化,以满足国家生物安全战略的新要求,本文通过分析归纳国门生物安全管理的起源发展历程,生物安全领域主要国际组织和国际公约,并对机构改革后国门生物安全治理进行了探讨。
The promulgation of the Biosafety Law indicated that the construction of biosafety legal system and institutional guarantee system in China had entered a new stage,at the same time giving the new customs an important task of maintaining national biosafety.In order to realize the modernization of the management ability and system of the new customs in the field of national biosafety prevention and control as soon as possible,so as to meet the new requirements of the national biosafety strategy,by analyzing and summarizing the formation and development process of national biosafety governance,major international organizations and conventions in the field of biosafety.
