摘要
多源流理论是分析公共政策议程的重要理论工具。公共政策议程的设置会受到问题源流、政策源流和政治源流共同影响,当这三条源流交汇时还会开启“政策之窗”,从而促成最终决策。本文将多源流理论引入《未成年人保护法》的修订过程,通过分析该法修订过程中的三条源流及“政策之窗”的开启,力图揭示政策共同体在三条源流间的粘合作用,以期促使三条源流交汇,最终推动《未成年人保护法》的修订。
Multiple-streams framework is an important theoretical tool for analyzing the policy agenda and influencing its setting,which is a combination of problem stream,policy stream and political stream,and when the streams of the framework converge,they open a“policy window”that leads to final decisions.This study introduces multiple-streams framework into the revision process of the Law on the Protection of Minors,analyzes the streams in the revision process of the law and the opening of the policy window,points out the adhesion of the policy community between the streams,promotes the convergence of the streams,and ultimately pushes forward the revision of the Law.
