摘要
本文以美军2016版参联会发布的指导文件《联合概念研发与执行指南》为研究对象,结合近年来美军发布概念文件的具体情况,介绍了美军联合概念的基本情况,研究分析了概念研发的主体职责和主要过程。美军联合概念是推动美军全方位建设的“转型引擎”,分为联合顶层概念、联合实施概念和联合支撑概念三个层次,其生命周期分为概念研发和概念执行两大阶段。在研发过程中,概念管理者主要担负监督和审查的职责,概念发起者具体执行概念的提出、研究、撰写及协调任务,概念参与者则要参与整个研发过程。这一过程按照时间顺序主要包括四项活动:简介研发、研究和撰写、评估、协调和批准。
Based on the Guidance for Developing and Implementing Joint Concepts issued in 2016 by the Joint Chiefs of Staff and concept papers published by the U.S.military in recent years,in this paper,the basics of U.S.joint concepts are described,and the responsibilities and processes involved in joint concept development are analyzed.U.S.joint concepts are“transformation engines”that drive the development of every aspect of the U.S.military.These concepts can be divided into three levels:Capstone Concept for Joint Operations,Joint Operating Concepts,and Supporting Joint Concepts.Their lifecycle has two stages:concept development and concept imple‐mentation.During the development of a joint concept,the concept director is responsible for monitoring and review‐ing the concept.The concept sponsor is responsible for proposing the concept,research and writing,and coordina‐tion tasks.The concept participants are expected to participate in the entire concept development process.Joint con‐cept development consists of four activities,which are(in chronological order)prospectus development,research and writing,evaluation,coordination and approval.
