摘要
在数字政府建设中,信息基础设施的作用日益重要,一旦出现重大安全问题,就会引发一连串的非传统安全问题,严重威胁国家安全和公共利益。从不同维度看,数字政府信息基础设施安全风险包括自然风险和非自然风险、蓄意行为风险和非蓄意行为风险、有形风险和无形风险,其特征表现为安全风险的总体特征和人为安全风险的主要特征。安全风险特征研究的应用价值在于:拓展信息基础设施安全风险识别思路,强化整体性认知;丰富信息基础设施安全风险预案体系,提高防范能力;完善信息基础设施安全风险管控链路,提升治理效能。
Information infrastructure plays an increasingly important role in the construction of digital government.Once a major security problem occurs,it can lead to a series of non-traditional security problems,posing a serious threat to national security and public interests.From different dimensions,the security risks of digital government information infrastructure include natural risks and unnatural risks,intentional behavior risks and unintentional behavior risks,tangible risks and intangible risks,and the characteristics mainly contain the overall characteristics of safety risks and the main characteristics of artificial safety risks.The application value of the research on security risk characteristics lies in expanding the idea of information infrastructure security risk identification and strengthening the overall cognition,enriching the security risk plan system of information infrastructure and improving prevention ability,and perfecting the control chain of information infrastructure security risk and enhancing governance efficiency.
