摘要
当前,全球半导体科技和产业的竞争愈演愈烈,美国认为提升半导体制造的实力对其经济竞争力和国家安全至关重要,政府围绕提升半导体领域竞争力,相继出台了一系列政策举措。本文介绍了自2021年以来美国政府、半导体行业协会等密集开展的活动,包括出台美国半导体激励法案、成立美国半导体联盟、评估半导体供应链、强制获取供应链数据、与盟友合作、发布系列报告等,分析了美国半导体产业发展态势和主要风险,提出对我国半导体产业发展的启示和建议。
The competition in the global semiconductor technology and industry is heating up.The United States considers that boosting US semiconductor manufacturing strength is an economic and national security imperative,and the US government has announced a series of policies and measures to enhance competitiveness in the semiconductor industry.This paper introduces intensive activities taken by the US government and SIA since 2021,including publishing CHIPS,establishing SIAC,assessing semiconductor supply chain,extorting semiconductor supply chain data,strengthening alliance,and issuing a series of reports and so on.This paper analyzes the situation and major risks of the US semiconductor industry,and proposes enlightenment and suggestions for the development of semiconductor industry in China.
