摘要
深海作为人类生存与社会发展的战略新高地,拥有巨大的利用价值和开发潜力,深海资源开发与治理已成为21世纪的时代特征,深海战略已经成为众多国家核心战略的重要组成部分.深海的战略特殊性决定了其具备鲜明的政治性与社会性,因此加强深海政治和政策研究是实现国家海洋强国战略的题中应有之义.对研究文献梳理发现,深海地缘政治、深海权益与战略以及深海治理机制是目前深海政治与政策研究的三大主题.未来研究需要从国家深海政策与全球深海治理机制的协调适应关系、区域间深海合作、全球深海制度建设等方向展开.
As a strategic new highland for human survival and social development,the deep sea has great utilization value and development potential.Exploiting and governing deep-sea resources have become the characteristics of the 21st century.The deep-sea strategy has become the important component of the strategic focus of many nations.The strategic particularity of deep sea determines that it has distinct political and social characteristics.Therefore,it is necessary to conduct the research of deep sea politics and policy to realize the national ocean power strategy.Based on the analysis of related literature on deep-sea politics and policy,this paper holds that the concept of deepsea geopolitics,deep-sea rights and strategy,and deep-sea governance mechanism are the three main themes in the current research field.Future studies will focus on the interaction between national deep-sea policy and global deepsea governance mechanism,regional cooperation,and deep-sea institutional construction on a global scale.
