摘要
标准化在推进国家治理体系和治理能力现代化中发挥着基础性、引领性作用,新时代下推动高质量发展、全面建设社会主义现代化国家,迫切需要进一步加强标准化工作。通过总结煤炭行业“十三五”期间标准化工作取得的成绩,结合国内外标准化工作经验,剖析了当前煤炭行业标准化工作中存在的6个问题,从国家标准化工作的政策要求和煤炭行业发展趋势等方面分析了煤炭行业标准化工作面临的形势,研究提出了贯彻落实《国家标准化发展纲要》、加强顶层设计、完善新型标准体系等7个方面的对策建议。
Standardization plays a fundamental and leading role in advancing the modernization of the national governance system and governance capacity.In the new era,it is urgent to further strengthen standardization work to promote high-quality development and build a modern socialist country in a comprehensive way.By summarizing the achievements of standardization work in the coal industry during the 13th Five-Year Plan period and combining with standardization work experience at home and abroad,this paper analyzes six problems existing in the industry standardization work at the current stage,and analyzes the situation faced by the standardization work of the coal industry from the aspects such as the policy requirements of the national standardization work and the development trend of the coal industry,and studies and puts forward seven countermeasures and suggestions including the implementation of the National Standardization Development Outline,strengthening the top-level design,developing the new standard system.
