我国高端制造业绿色创新效率评价研究——基于YREB和非YREB比较视角 被引量:12

Research on Green Innovation Efficiency Evaluation of China’s High-End Manufacturing Industry:From the Comparative Perspective of YREB and Non-YREB

摘要 制造业绿色转型是制造业高端化现代化发展的趋势。论文利用两阶段动态DEA方法分别对YREB区域和非YREB区域的高端制造业绿色创新综合效率、研发阶段效率和转化阶段效率进行评估;采用面板Tobit回归分阶段、分区域研究不同因素对高端制造业绿色创新效率的影响情况。结果表明:大部分省份总效率值低于0.5,研发阶段效率都高于转化阶段;YREB绿色创新效率均值(0.2940)略低于非YREB区域(0.3500)。企业规模、产业结构和市场竞争的提升将促进我国绿色创新效率增长,研发强度增强则产生阻碍作用。市场竞争对YREB区域的效率有负向作用,经济发展则能促进效率提升;外资利用水平和环境规制水平对非YREB区域的效率有促进作用。因此要因地制宜,采取完善市场制度、优化产业结构等措施改善效率。 Green transformation of manufacturing industry is the trend of high-end and modernized development of manufacturing industry.The green innovation comprehensive efficiency,R&D efficiency and transformation efficiency of high-end manufacturing in YREB(Yangtze River Economic Belt)and non-YREB(non-Yangtze River Economic Belt)are evaluated by two-stage dynamic DEA method.Panel Tobit regression was adopted to study the impact of different factors on the green innovation efficiency of high-end manufacturing industry by stages and regions.The results show that the total efficiency of most provinces is lower than 0.5,and the efficiency of R&D stage is higher than that of transformation stage.The mean green innovation efficiency of YREB(0.2940)was slightly lower than that of non-YREB area(0.3500).The improvement of enterprise scale,industrial structure and market competition will promote the growth of green innovation efficiency in China,while the strengthening of R&D intensity will have an inhibiting effect.Market competition has a negative effect on the efficiency of YREB region,while economic development can promote the improvement of efficiency.The utilization level of foreign capital and environmental regulation level promote the efficiency of non-YREB.Therefore,measures should be taken according to local conditions,such as improving market system and optimizing industrial structure to improve efficiency.
