摘要
新时代国家的高质量发展战略,贯穿于社会经济文化发展的各个方面。如何有效推进政府投资项目建设,促进高质量发展,是新时代面临的重要课题。该文以政府投资的城市景观照明工程为例,针对其近几年快速发展过程中存在的问题和倾向,从项目前期准备阶段的规划勘察论证,到实施阶段的工程建设组织实施方式,以及竣工后运营维护阶段的全方位服务,提出创新性地管理策略,以规范政府投资行为,实现政府项目投资效益最大化。
China’s high-quality development strategy in the new era runs through all aspects of social,economic and cultural development.How to effectively promote the construction of government-invested projects and promote high-quality development is an important topic in the new era.Taking the urban landscape lighting project invested by the government as an example,aiming at the problems and tendencies existing in its rapid development in recent years,this paper puts forward innovative management strategies from the planning,investigation and demonstration in the early preparation stage of the project,the organization and implementation mode of project construction in the implementation stage,and the all-round service in the operation and maintenance stage after completion,so as to standardize the government investment behavior and maximize the investment benefits of government projects.
