摘要
加快海南自贸港建设不仅是新发展阶段实现海南高质量发展的重要抓手,也是我国构建高水平、高层次对外开放的重大战略选择和战略布局。新发展格局下,海南自贸港建设应定位于国内大循环中的消费升级重要承接地、连接国内国际双循环的关键枢纽和中国参与全球大循环的战略支点。为加快推进海南自贸港高质量发展、突破当前发展中的瓶颈,研究提出八个方面的战略着力点:抓住RCEP签署机遇,深化区域经济合作,夯实海南产业发展根基;尽快启动跨海通道建设,全面提升海南岛与大陆的交通一体化水平;完善人才流动机制,有效发挥人才“虹吸效应”;创新金融服务和监管方式,构建服务自贸港发展的现代化金融体系;抓住数字经济发展新机遇,创造海南数字服务贸易国际竞争新优势;一体化推进城乡生态文明建设,加快实现海南绿色高质量发展;持续优化营商环境,不断提升海南自贸港商事制度市场化、法治化、国际化水平;扎实推进共同富裕,让自贸港发展成果更好惠及海南人民。
Speeding up the construction of Hainan Free Trade Port is not only an important starting point to achieve the high-quality development of Hainan in the new development stage,but also the major strategic choice and plan for China to promote the higher-level opening up.Under the new development pattern,the construction of Hainan Free Trade Port should be located as an important undertaking place for consumption upgrading in the domestic market,a key hub connecting the domestic and international dual circulations,and a strategic fulcrum for China to participate in the big global market.In order to accelerate the high-quality development of Hainan Free Trade Port and break through the bottlenecks in the current development,this paper puts forward the strategic foci from eight aspects.The primary strategy is to seize the opportunities from the signing of RCEP so as to deepen the regional economic cooperation and consolidate the foundations of industrial development in Hainan.And the cross-strait channel should be booted in the near future,improving the transport integration of Hainan Island with mainland of China.Meantime,talent flow mechanisms should be improved to exert the siphonic effect of talents in a more effective way.The means of financial services and supervision must also be innovated to set up the modern financial system that serves the development of Hainan Free Trade Port.Furthermore,it is suggested to seize the new opportunity of digital economy so as to form the new advantages of digital services for the international competition of trades in Hainan.In addition,the integrated construction of rural and urban ecological civilizations must be promoted to accelerate the realization of Hainan’s high-quality green development.The business environment should still be optimized to continually improve the level of internationalization,marketization and legalization of the business system in Hainan Free Trade Port.Finally,it is a must to promote common prosperity practically to ensure that the development of Free Trade Port better benefits the people in Hainan.
