摘要
针对黄河流域能源高效利用与绿色发展存在区域不平衡的情况,本文基于黄河流域2004—2017年8个省61个城市的数据,运用超效率SBM模型,测度黄河流域绿色能源效率并进行趋势分析。研究结果表明,黄河流域能源绿色效率总体上出现下降趋势,上下游之间的能源绿色效率有较大差异,区域发展不平衡。相应提出加快绿色能源创新、以“一带一路”倡议为引领,加强各地区的合作交流,建立完善的环境规制法律体系的建议,最终提高黄河流域能源绿色效率以及经济社会的高质量发展。
In view of the regional imbalance between the effi cient utilization of energy and green development in the Yellow River Basin,this study uses the data of 61 cities in eight provinces in the Yellow River Basin from 2004 to 2017 to measure the green energy efficiency of the Yellow River Basin and conduct an analysis of the trend by using the super-efficiency SBM model.The research results show that the overall green energy effi ciency of the Yellow River Basin shows a downward trend,and there is a large diff erence between the upstream and downstream green energy effi ciency,and the regional development is unbalanced.Accordingly,suggestions are put forward to accelerate green energy innovation,taking the“Belt and Road”initiative as the guide to strengthen cooperation and exchanges among various regions,and establish a sound environmental regulation legal system,so as to ultimately improve the green energy effi ciency of the Yellow River Basin and the high-quality economic and social development.
