摘要
在双循环新格局下,居民消费升级是经济高质量发展的本质要求和最终体现,也是拉动内需的重要支撑。经济高质量发展主要体现在三个方面:高质量供给是物质基础,高质量需求是新战略基点,经济与社会协调发展是必然要求。居民消费升级对经济高质量发展的作用机理体现在三个方面:消费升级推动高质量供给;消费升级牵引高质量需求;消费升级是促进经济与社会协调发展的着力点。当前,我国居民消费升级推动经济高质量发展受到经济性和制度性因素两方面制约。通过居民消费升级促进经济高质量发展的实现路径包括:增加居民收入,提高居民消费升级能力;缩小收入差距,深挖消费潜力;优化居民消费支出结构,降低消费成本;完善社会福利制度,促进经济与社会协调发展。
Under the new pattern of double circulation, the upgrading of residents’ consumption is the essential requirement and ultimate embodiment of high-quality economic development, and also an important support for stimulating domestic demand. High quality economic development is mainly reflected in three aspects: the material basis of high-quality supply, the new strategic basis of high-quality demand, and the inevitable requirement of coordinated development of economy and society. The mechanism of residents’ consumption upgrading on high-quality economic development is reflected in the following three aspects: consumption upgrading promoting high-quality supply;consumption upgrading driving high-quality demand;consumption upgrading being the focus of the coordinated development of economy and society. However, at present, the promotion of high-quality economic development by the upgrading of residents’ consumption in China is restricted by economic and institutional factors. The ways to promote high-quality economic development through the upgrading of residents’ consumption include: increasing residents’ income to improve their ability to upgrade consumption;narrowing residents’ income gap to tap their consumption potential;optimizing the structure of residents’ consumption expenditure to reduce their consumption costs;improving the social welfare system to promote the coordinated development of economy and society.
