基于改进Shapley值法的老旧小区改造三方合作利益分配研究 被引量:16

摘要 在城镇化快速发展的大背景下,政府主导,多方参与的老旧小区改造项目能够有效地改善城市粗放型管理模式,提高居民的居住质量和水平。为保持老旧小区改造项目中政府、市场改造者和居民三大核心主体合作的稳定性和积极性,基于传统Shapley值法,综合考虑资源投入、风险分担及满意度3个影响因素,运用TOPSIS修正后的云重心法确定利益分配修正值,构建改进Shapley值法的利益分配模型。结合实际案例发现,经过改进Shapley值法的利益分配在老旧小区改造项目中更具科学性、合理性,提高了改造三方合作的积极性,实现老旧小区的顺利改造,进而推进城市的可持续发展。 Under the background of the rapid development of urbanization,the old community reconstruction project led by the government and participated by many parties can effectively improve the urban extensive management mode and the living quality and level of residents.To maintain the stability and enthusiasm of the cooperation among the government,market reformers and residents in the old community reconstruction project,a benefit distribution model is constructed.Comprehensively considering the three influencing factors of resource investment,risk sharing and satisfaction,this paper uses the cloud center of gravity method modified by TOPSIS to determine the revised value of benefit distribution,and constructs the benefit distribution model of improved Shapley value method.By analysis of an actual case,it is found that the benefit distribution of the improved Shapley value method is more reasonable and fair in the old community reconstruction project.The proposed model improves the enthusiasm of the tripartite cooperation,realizes the smooth reconstruction of the old community,and then promotes the sustainable development of the city.
