摘要
目的:系统分析评价2016—2020年安徽省阜南县医共体运行效果,提出政策建议。方法:运用描述性统计法分析阜南县医共体的服务能力、资源下沉、双向转诊、医保基金流向情况;运用非整秩次秩和比法(RSR)对医共体建设效果进行综合评价。结果:阜南县医共体总体运行趋势向好,基层服务利用增加、牵头医院服务能力提高、患者外流现象有所减少,但运行稳定性、医保政策协同性、基层人才队伍建设等方面仍需改善。结论:加强与医保部门的联动,强化基层服务能力建设,推动基层人才队伍快速发展。
Objective To systematically analyze and evaluate the operational effect of the county-level medical alliance in Funan County,Anhui Province from 2016 to 2020,and put forward policy suggestions.Methods Descriptive analysis were used to analyze the service capacity,resource allocated to primary care settings,two-way referrals,and flow of medical insurance funds.Comprehensive evaluation of medical community construction effect Non-integer rank sum ratio method(RSR)was adopted to comprehensive evaluate the effect of county-level medical alliance.Results The overall operational trend of county-level medical alliance is up-going.The utilization of primary care services has increased,the service capacity of leading hospitals has been improved,and the trend of patient outflow has decreased.However,the stability of operation,the coordination of medical insurance policies,and the construction of primary care workforce are still need to be improved.improve.Conclusion It is recommended to enhance the collaboration with medical insurance department,strengthen the construction of primary care capabilities,and promote the development of primary care workforce.
