摘要
针对操作人员不安全行为造成停电事故的统计分析,提出基于安全管控智能终端的电力安全行为评估方法。采用改进的SPAR-H方法对人员的失误率进行量化评估,使其能够评判当前电网中人员的失误影响。采用解释结构模型和专家评估的办法分析行为形成因子之间的相关性,并结合华东某区域电网的调度控制室工作调研结果,提出人因失误管控措施。
In allusion to the statistics and analysis of the power grid blackout accidents in recent years due to unsafe behaviors of operators,a power safety behavior assessment approach based on intelligent terminals for safety management and control is proposed.The SPAR-H standard method is used to quantitatively evaluate the human error ratio,which is enable to judge the effects of human errors in the current power grid.Analysis is carried out on the correlation of the performance shaping factors based on the interpretive structure model and expert appraisal,and the corresponding control measures against human errors are put forward in combination with the surveys on the jobs of the dispatching control department of a certain regional power grid in East China.
