摘要
新技术的发展为自然资源信息化和国土空间规划智慧化提供了重要机遇,也为国土空间规划城市体检评估工作的创新探索提供了契机。随着各级国土空间规划编制工作的不断推进,城市体检评估将在健全规划实时监测、定期评估和动态维护制度中起到关键作用。文章在梳理城市体检评估工作的演进历程及其技术发展的基础上,分析了当前“大智移云”等新技术的发展态势及其对城市体检评估工作的支撑作用,基于新技术在城市体检评估工作中的应用前景,从非依赖政府部门业务数据的第三方城市体检评估的角度,提出构建以前沿技术支撑国土空间规划城市体检评估指标的应用框架,以期提高城市体检评估成果的客观性和公平性,从而促进城市高质量发展和提高国土空间规划实施的有效性。
The development of the new generation of information technology provides an important opportunity for the informatization of natural resources and the intelligentization of territory spatial planning,and also provides an opportunity for the exploration and innovation of the city examination assessment in territory spatial planning.With the progress of territory spatial planning compilation at all levels,city examination assessment will play a key role in perfecting the system of real-time monitoring,regular assessment and dynamic maintenance.This article reviews the evolution of city examination assessment and its technical basis,and analyzes the current development trend of the new technology and its supporting role in city examination assessment.From the perspective of third-party evaluation that does not rely on government administrative data,this article proposes a framework for the application of cutting-edge technology to support city examination assessment,and promotes the high-quality urban development and the effectiveness of spatial planning implementation.
