摘要
平台治理已经成为全球数字转型中的核心治理问题,而各国基于平台治理的制度调试构成了数字时代国家政治经济体制演化的重要动力。通过引入治理界面理论,本文基于数据、服务和竞争三大平台治理主体,探索性地提出了平台治理模式的跨国比较分析框架,并构建了以国家为中心的平台治理制度变迁动力模型。这一动力模型强调,国家的制度变迁抉择是在国际/国内双层环境和安全/发展两个维度的框架下形成的,而历史制度和数字禀赋两项关键治理变量约束并塑造了国家的制度策略偏好及因应的治理战略,进而塑造了国家在数据、服务和治理三个关键领域的治理举措和制度抉择。在这一全球性进程中,中国选择了安全优先、旨在保障国家对数字空间秩序支配能力的调节型治理模式;美国则选择了发展优先、旨在支持本国平台在全球数字市场竞争的扩张型治理模式;处于中美两极之间的英国采取了严于服务治理、宽于数据和竞争治理的均衡型治理模式。在中美战略竞争的大背景下,英国的治理模式对我国数字战略的选择有一定借鉴意义。
Platform governance has become a core governance issue in the global digital transformation.The institutional adjustment based on platform governance of various countries has become an important driving force for the evolution of national politica and economic systems in the digital age.By introducing the governance interface theory,based on data,service and competition which are the subject of platform governance,this paper proposes a comparative analytical framework,and builds a state-centered dynamic model of platform governance institutional change.This model emphasizes each country adjusts its digital institutions under the framework of international/domestic environment and security/development,while the old institutions and digita endowments,which are key governance variables,constrain and shape country’s preferences and corresponding governance strategies,and then shapes the governance measures and institutional choices of the country in the three key areas of data,services and governance.In this global process,China has chosen a regulatory governance model that prioritizes security and aims to ensure the country’s ability to control the digital space order,while the United States has chosen development-first and aims to support the expansion of domestic platforms in the global digital market.Between the two poles of China and the United States,the United Kingdom has adopted a balanced governance model that is stricter in service governance and more lenient in data and competition governance.Under the background of Sino-US strategic competition,the U.K.governance model has certain reference significance for the choice of China’s digita strategy.
