摘要
基于多源流理论分析框架,结合翔实的数据调研对我国大学生就业政策创新面临的问题、政策和政治三大源流进行系统性分析。择业态度、基层人才建设制度及满意度评价形成问题源流,直接影响着政策源流形成的导向和发展,从而引发政策系统中政策共同体的强烈关注。政府、高校、人大代表的政策导向及政策建议凝聚成一股核心动力形成政策源流。强烈的社会群体诉求与基层人才建设的迫切需求形成大学生基层就业政策创新的政治源流。三流汇合,创新大学生基层就业政策之窗得以打开,并在恰当时机、恰当事件及政策企业家的共同助推之下,大学生基层就业政策创新的政策议程得以确立。
Based on the theoretical analysis framework of multiple sources,combined with detailed data research,a systematic analysis of the three major sources of problems,policies and politics facing college students’employment policy innovation in my country.Employment attitudes,grassroots talent construction systems,and satisfaction evaluation form the source of problems,which directly affect the orientation and development of policy sources,and thus arouse strong attention from the policy community in the policy system.The policy guidance and policy recommendations of the government,universities,and people’s congress representatives are condensed into a core driving force to form a policy source.The strong demands of social groups and the urgent need for the construction of grassroots talents form the political source of the innovation of the grassroots employment policy for college students.With the convergence of the three streams,the window to innovate the grassroots employment policy for college students was opened,and with the help of the right time,appropriate events,and policy entrepreneurs,the policy agenda for college graduates’grassroots employment policy innovation was established.
