摘要
中小微企业在中国经济发展奇迹中起了重要的作用。但由于中小微企业数据的缺乏,很难深入了解现阶段中国企业的创新创业特征,也难以梳理中小企业从萌芽到发展壮大到死亡的演变过程,更难以构画企业家的特征,以及理解它们的生存状态。2018年,北京大学国家发展研究院企业大数据研究中心牵头,联合广东外语外贸大学广东国际战略研究院,开展了中国企业创新创业调查(Enterprise Survey for Innovation and Entrepreneurship in China,ESIEC),以填补中小企业数据缺失的空白。该调查随机抽取2010-2017年度工商注册的全行业58500个个体工商户和企业进行入企访问,并覆盖了全国六个省市(广东、上海、浙江、河南、甘肃和辽宁)的117个区县,是首个中国企业创新创业调查数据。调查最终完访有效样本为6198家企业和个体。本文首先介绍调研的设计、执行过程,然后评估调研数据的质量。基于数据,我们重点描述八个方面的重要问题:(1)新创立企业的存续状态;(2)企业初创、创新与退出的演变过程;(3)企业在供应链中的位置和作用;(4)企业的就业贡献及其雇工结构;(5)企业经营成本与收益;(6)企业投资及融资决策;(7)创业者或经营者的个体特征及其主观态度;(8)营商环境评价与政策诉求。总之,ESIEC调查为研究中国的中小微企业和企业家精神提供了高质量的微观数据,有助于从微观企业主体的角度理解中国经济发展。
Although small and medium-sized enterprises(SMEs)played an important role in driving rapid Chinese economic growth in the past several decades,few little is known about the characteristics of entrepreneurs,the evolutionary process of SMEs,and the challenges facing SMEs,in large due to lack of data.To fill in the data void,in 2018,the Center for Enterprise Research of Peking University,together with Guangdong Institute for International Strategies of Guangdong University of Foreign Studies,conducted the Enterprise Survey for Innovation and Entrepreneurship in China(ESIEC),which randomly sampling private enterprises and self-owned businesses registered between 2010 and 2017 from all industries in 117 counties out of 6 provinces of China and gathered complete data from 6198 private enterprises.In this paper,we introduced the survey designs and execution process,and assessed the data quality.We presented 8 key features based on data analysis:1)the survival status of SMEs;2)patterns on firm entries,innovation,and exit;3)supply chain;4)employment;5)operational cost and earnings;6)investment and financing;7)social-economic characteristics and subjective attitudes of entrepreneurs;8)business environment and policy coverage.Overall,ESIEC survey provides high-quality data for studying SMEs and entrepreneurship in China,contributing to the understanding of Chinese growth stories.
