摘要
自由贸易港建设是海南沿海船舶治安管理面临的最新形势和挑战。自由贸易港建设发展背景下,海南沿海船舶治安管理具有特殊意义,沿海船舶治安管理水平事关边海防整体安全,事关海南海洋经济发展效益,事关自由贸易港封关后的关键问题。与此同时,沿海船舶治安管理迎来创新发展机遇,在制度建设上迎来重要契机,管理模式面临重大调整,管理重点对象发生明显变化。在海南自由贸易港范围内,沿海船舶治安管理需要加强顶层设计,推进法规制度建设,主动参与制度集成创新,形成精准的信息化管理模式,并借鉴境外经验规避风险,为维护沿海地区安全稳定,高起点谋划、高标准建设自由贸易港贡献力量。
The construction of free trade port is the new situation and challenge that the coastal-vessel security management authority of Hainan is facing.Under such background,the coastal-vessel security management has special significance because the management level is related to the overall safety of border and coastal defense,the benefits of Hainan’s marine economic development,and the independent operation of free trade port.At the same time,it is also an opportunity for the authority to innovate and develop its management and construct its system as its key management objects will change significantly.Within the Hainan free trade port,the coastal-vessel security management authority needs to strengthen the top-level design,promote the construction of laws and regulations,actively participate in the system integration and innovation,form an accurate information management mode,and learn from overseas experience to avoid risks,so as to contribute to the safety and stability of coastal areas,and the construction of free trade port with a high starting point and high standards.
