摘要
中欧班列自开行以来,已成为国际贸易运输体系中海运的重要补充,受到了沿线国家的欢迎。当前,中国与欧洲间的集装箱陆上运输主要利用西部通道北通路、中部通道和东部通道完成。受经济性和线路技术条件的制约,西部通道中通路和南通路未实现常态化运行。特别是新冠疫情的发生和苏伊士运河的拥堵,使提升运输通道能力的需求更加急迫。因此,相关部门应在研究中欧班列出入境口岸作业能力制约点和境外能力制约点的基础上,补强能力短板、开辟"中吉乌"公铁联运通道、快速发展海铁联运通道和有效利用中俄间新通道,同时发挥中吉乌铁路和中缅铁路的连通作用,并从构建合作机制、完善法律法规、加强规划引导等方面提升运输通道能力。
Since the launch of China-Europe Railway Express, it has become an important supplement to marine transportation in the international trade and transportation system and has been welcomed by countries along the routes. At present, the land transportation of containers between China and Europe is mainly completed by the North Passage of the Western Corridor,the Central Corridor and the Eastern Corridor. Restricted by economic and technical conditions of the routes, the normal operation of the central and southern passages of the Western Corridor has not been realized. In particular, the COVID-19 pandemic and the congestion in the Suez Canal have made the demand for upgrading the capacity of transport corridors more urgent.Therefore, on the basis of studying the operational capacity constraints at entry and exit ports and the overseas capacity constraints of China-Europe Railway Express, the relevant departments should strengthen the insufficient capacity, open up the "China-Kyrgyzstan-Ukraine" highway and railway linked corridor, rapidly develop marine and railway linked corridor and effectively use the new corridor between China and Russia, at the same time give full play to the connecting role of China-Kyrgyzstan-Ukraine Railway and China-Myanmar Railway, and enhance the transport corridor capacity in terms of constructing the cooperation mechanisms, improving laws and regulations, and strengthening planning and guidance.
