摘要
大数据能够驱动政府治理已成为共识。大数据如何驱动政府治理需要回答三个基本问题:政府数据治理的内涵是什么,主要应用场域有哪些,是否存在数据治理困境。政府数据治理内涵有要素论、特征论和功能论的三重界定。大数据驱动了政府治理理念、治理结构、治理方式与治理过程的变革,并在城市治理、环境治理、精准扶贫等领域发挥了作用。大数据也推动了政府决策理念创新、模式转型和过程重构。但体制桎梏与科技风险,工具理性与价值迷失,社会公正、数据意识与数据能力等多重困境导致政府数据治理进程阻滞。未来需要深入研究科层体制改革推进政府数据治理转型,大数据时代政企关系重塑,数据治理推进社会公正以及基层政府数据能力提升等问题。
It has become a consensus that big data can drive government governance.As to how big data drives government governance, there are three questions need to be answered: what is the connotation of government data governance?What are the main application areas?Is there a data governance dilemma?The connotation of government data governance has a triple definition of element theory, feature theory and function theory.Big data has driven the transformation of government governance concepts, governance structures, governance methods and governance processes, and has played a role in urban governance, environmental governance, and targeted poverty alleviation.Big data has also promoted the innovation of government decision-making concepts, model transformation and process reconstruction.However, multiple dilemmas such as institutional shackles and technological risks, tool rationality and value loss, social justice, data awareness, and data capabilities have blocked the process of government data governance.The following issues need to be studied in depth in the future: how the reform of bureaucracy promotes the transformation of government data governance, the reshaping of government-enterprise relations in the era of big data, how data governance promotes social justice, and the improvement of grassroots government data capabilities.
