基于AHP构建卷烟厂建设项目风险管控体系

摘要 卷烟企业基建工程项目存在建设周期长、施工过程复杂、作业风险高、施工和管控难度大的特点,繁重的项目建设任务,对工程建设风险管理提出了新的要求和挑战。本文根据项目建设风险的特点和卷烟厂项目建设的现状,并基于层次分析法(AHP)构造判断矩阵,探索并构建出卷烟厂项目建设风险控制指标体系,以此来有效降低项目建设风险,促进工程建设顺利进行。通过分析发现质量风险和安全风险对于项目建设风险指数影响较大,合计占比达到85.72%,在制定风险管控措施时应予以重点关注。 Cigarette enterprise infrastructure projects have the characteristics of long construction period,complex construction process,high operation risk,and difficulty in construction and management.Heavy project construction tasks have put forward new requirements and challenges for project construction risk management.According to the characteristics of project construction risks and the status quo of the construction of the Cigarette Factory,this paper constructs a judgment matrix based on Analytic Hierarchy Process(AHP).Explored and constructed a risk control index system for the construction of the Cigarette Factory Project.In this way,we can effectively reduce project construction risks and promote the smooth progress of project construction.Through analysis,it is found that quality risks and safety risks have a greater impact on the project construction risk index,with a total proportion of 85.72%.Key attention should be paid when formulating risk control measures.
