摘要
[目的/意义]加快发展科技服务业和建设社会主义新型智库是我国发展的大势所趋,面对时代赋予的重任,基层科技情报机构必须重新调整发展定位、转变角色,在智库建设中找到新的发展方向。[方法/过程]本文通过"研究自己、提升自己、发展自己"这一主线,对基层科技情报机构的发展现状和"智库"角色进行剖析,探索和构建地方科技智库,完成向"智库"角色的转变,强化咨政、助企能力,从而实现自身的发展和社会价值。[结果/结论]通过近年的实践和探索可以认识到,基层科技情报机构唯有不断地完善服务机制、创新服务模式,着力于拓展信息资源渠道、优化人力资源配置、提升科技创新动能、激发产学研活力,才能顺势而为,提升和发展自己,才能更好地服务经济社会。
[Purpose/significance]It is the general trend to speed up the development of the science and technology service industry and build a new type of socialist think tank.Facing the important tasks given by the times,grassroots science and technology intelligence agencies must readjust the developing position,transfer the roles,and to find new development directions during the construction of think tanks.[Method/process]In order to achieve own development and social values,via the main line of research oneself,improve oneself and develop oneself,this paper dissected the current state of development of grassroots science and technology intelligence agencies and the role of think tanks,and explored how to instruct the local science and technology think tanks were,complete the role transition of think tanks,and reinforce the ability of consulting and helping enterprises was reinforced.[Result/conclusion]In recent years,we have realized via practical exploring that only by continuously improving the service mechanism and innovating service models,focusing on expanding information resource channels,optimizing the allocation of human resources,enhancing the momentum of scientific and technological innovation and stimulating the vitality of production,education and research,can grass-roots science and technology intelligence agencies seize the momentum,improve and develop themselves,and make a better service for the economy society.
