摘要
针对成品油铁路运输组织流程长、环节多,全过程涉及备货组织、需求对接、计划提报、运力衔接等多环节,运行效率需要多部门配合的状况,对提升成品油铁路运输效率全流程进行了分析,将成品油铁路运输全流程划分为前期筹划、计划对接、实施操作、安全管控四个模块,利用效率管理理论和ECRS(消除、合并、重排、简化)方法,对成品油铁路运输各环节进行流程优化,从计划、管理、设备等方面提出了提升效率的措施,通过在某油库的实际应用,铁路装运效率比原来提升一倍以上。
In view of the situation that the organization process of oil product railway transportation is long and involves many links,such as goods preparation organization,demand transfer,plan submission,transportation capacity connection,etc.,and the operation efficiency needs the cooperation of many departments,the whole process of improving the efficiency of oil product railway transportation is analyzed.The whole process of oil product railway transportation is divided into four modules of preliminary planning,plan transfer,implementation,and safety management and control.By using the efficiency management theory and ECRS(elimination,combination,rearrangement,simplification)method,the process of railway transportation of oil product is optimized,and the measures are put forward to improve the efficiency from the aspects of planning,management,equipment,etc.Through the practical application in an oil depot,the efficiency of railway transportation is more than doubled.
