摘要
党的十九届六中全会肯定了社会治理在确保人民安居乐业、社会安定有序方面的重要作用。追溯党的百年社会治理实践,总结党的百年社会治理经验,探索贯穿于百年党史中的社会治理主线,乃是推动新时代社会治理体系与能力现代化的迫切需要。从社会治理的百年嬗变历程可以看出,中国共产党社会治理是一个阶段性与连续性相统一的过程,是一个治理目标、治理主体和治理方式不断科学化的过程。从治理目标来看,中国共产党社会治理实现了从"革命动员"到"满足人民的美好生活需要"的目标转向;从治理主体来看,中国共产党社会治理实现了从"一元化"到"一核多元"的主体结构拓展;从治理方式来看,中国共产党社会治理实现了从单一行政化到"六治融合"的方式结构拓展。在中国特色社会主义新时代,只有遵循"坚持党的领导"这一百年社会治理主线,才能牢牢扭住社会治理的"牛鼻子"。这就必然要求:一要坚持党的领导;二要坚持"人民至上"的社会治理理念;三要坚持政治、法治、德治、自治、心治与智治相结合的治理体系。
The sixth Plenary Session of the 19 th CPC Central Committee affirmed the important role of social governance in ensuring that the people live and work in peace and contentment and that society is stable and orderly.It is an urgent need to promote the modernization of social governance system and capacity in the new era to trace the CPC’s social governance practice,summarize the CPC’s social governance experience and explore the main line of social governance throughout the CPC’s history.It can be seen from the evolution of social governance in one hundred years that the CPC’s social governance is a process of unity of stages and continuity,and a process of scientific governance objectives,governance subjects and governance means.From the perspective of governance objectives,the CPC’s social governance has realized the goal shift from “revolutionary mobilization” to “meeting the needs of the people for a better life”.From the perspective of governance subjects,the CPC’s social governance has expanded from “centralization” to “pluralism”.From the perspective of governance,the social governance of the Communist Party of China has realized the method structure expansion from the single administration to the “six governance integration”.In the new era of socialism with Chinese characteristics,only by adhering to the leadership of the CPC as the main line of social governance for the centenary can we firmly maintain the “bull nose” of social governance.This requires:First,we must uphold the leadership of the CPC;Second,we should adhere to the “People First” concept of social governance.We need to uphold a governance system that combines politics,rule of law,rule of virtue,self-government,social psychological service and wisdom management.
