摘要
目的梳理归纳我国公立医院经济运行综合评价指标体系研究进展,剖析问题,为全面、科学、动态地开展公立医院经济运行综合评价提供建议依据。方法根据文献检索,从评价维度、指标选取和评价方法等方面进行描述分析,梳理公立医院经济运行综合评价指标体系构建存在的主要问题。结果公立医院经济运行指标研究依然存在业财融合不足、评价方法单一、缺乏预警功能等问题。结论公立医院经济运行综合评价体系应当从3个方向进行完善。一是提升指标的全面性,围绕医教研防等业务活动,提出业财融合创新性指标;二是增强评价的动态性,可借鉴经济指数理论,构建年度和月度指数、总指数和分项指数,完善评价方法;三是增强体系的应用性,要基于管理实践持续修正。
Objective Combing and summarizingthe research progressof economic operation evaluation index system of public hospitals in China,suggestions and abasis for comprehensive evaluation of the economic operation of public hospitalswereprovided comprehensively,scientifically and dynamically.Methods According to the literature search,a description and analysis in index selection and evaluation method from the aspects of evaluation dimension were conducted.Results The economic operation indicators of public hospitals were still lack of indicators of business finance integration and pre-warning level,the index evaluation method is relatively single.Conclusion Three directions are put forward to improve the comprehensive evaluation system of the economic operation of public hospitals.Firstly,improving the comprehensiveness of the indicators,and put forward innovative indicators of business finance integration around medical,teaching,research,prevention and other business activities.Secondly,enhancing the dynamic evaluation,we can learn from the theory of economic index,build annual and monthly index,total index and sub index,and improve the evaluation method.Thirdly,enhancing the applicability of the system,it is necessary to continuously revise it based on management practice.
