摘要
中西部教师结构失衡是导致中西部高校师资支撑能力弱的关键,其失衡有多维表征,主要表现为年龄结构失衡,断层化分布现象凸显;学历结构失序,学历水平重心偏低;职称结构失协,扎堆、断层现象显著;学缘结构失调,“近亲繁殖”现象严重。中西部高校教师结构从失衡到均衡的调适不是无限度、无边界的,需要以明确什么样的教师结构配置是合理的为前提,应从教师个体、高校组织、区域等层面对教师结构的需求层次和使用效率的满足程度进行合理性判别,并从教师队伍的布局、实体与虚拟相结合的师资存量调整以及师资环境的打造等着手设计调适路径。
The imbalance of the teacher structure in central and western China is the key to the weak supporting ability of teachers in universities in those places.The imbalance is represented in many dimensions,as is evident in an imbalance of the age structure and in the prominent faulted distribution,an out-of-order structure of academic qualifications and a low level of academic competence,an out-of-conformity structure of professional titles,a conspicuous phenomenon of clustering and faulting,a structural imbalance in academic relations,and a serious“inbreeding”.As the adjustment of the teacher structure from imbalance to equilibrium in central and western universities is not infinite and borderless,it is necessary to clarify what kind of the teacher structure is reasonable as the premise and to make a rational discrimination of the demand level for the teacher structure and its use efficiency from the perspectives of individual teachers,university organizations,and regions,as well as to design the adjustment path from the layout of the teaching staff,the combination of physical and virtual adjustment of the teacher stock and the setup of the teacher environment,etc.
