摘要
中国共产党高度重视乡村发展,从领导革命斗争到经济建设进程中,都将发展乡村工业作为一项重要的工作来积极推进。总体来看,百年来我国乡村工业发展可以分为五个阶段:从革命根据地发展军需工业满足革命斗争需要的乡村工业开始,到计划经济时期的乡村"五小"工业发展,到改革开放后乡镇企业的蓬勃发展,以及进入本世纪之初城市工业的兴起和乡村工业的"退让",再到乡村振兴战略下乡村新型工业化发展,百年来乡村工业表现出鲜明的时代特征。经过百年的发展,乡村工业有序发展,成为推动我国工业化的重要驱动力量和促进农民增收和乡村经济快速增长的重要支撑力量。乡村工业不仅是助推全面脱贫目标实现的重要支持力量,也是支撑乡村市场成为新发展格局下助推"双循环"的重要腹地。百年来我国乡村工业的发展,是在党的领导下不断突破和创新的结果,其中,需求牵引是激发农民发挥创新精神的重要驱动力,企业家是乡村工业发展的内源动力,开放合作是保证城乡互促和工农融合的重要动力。为推进新时期我国乡村工业的更高质量发展,助推乡村振兴战略的实现,应当在发展视角、体制机制、发展模式等方面不断创新,同时加大政策支持,为乡村工业发展补齐基础设施和营商环境"短板"。
The Chinese Communist Party attaches great importance to rural development.From leading the revolutionary struggle to the process of economic construction,the development of rural industry has been actively promoted as an important task.The process of rural industry in China in the past 100 years can be divided into five stages.From 1921—1948,the development of the military supply industry in the revolutionary base areas is to meet the needs of the revolutionary struggle;from 1949—1977,the rural"five small"industries in the planned economy period have developed quickly;from 1978—2001,community and township enterprises have been booming after the reform and opening up;from 2002-2011,the rising of urban industry and the"concession"of rural industry existed together;from 2012 in the rural revitalization strategy stage the new rural industrialization shows new characteristics.After 100 years development,the rural industry has become an important driving force for China industrialization and an important supporting force for increasing farmers’income and rural economic,which not only promotes the realization of the goal of comprehensive poverty alleviation,but also supports the rural market to become an important hinterland that supports the"dual cycle"under the pattern.The development of China’s rural industry over the past 100 years is the result of continuous breakthroughs and innovations under the leadership of CCP.Demand traction is an important driving force that stimulates farmers to develop their innovative spirit.Entrepreneurs are the internal driving force for the development of rural industry.Open and cooperation is the driving force for the mutual promotion of urban and rural areas and the integration of workers and farmers.In order to promote the higher-quality development of China’s rural industry in the new era and to facilitate the realization of the rural revitalization strategy,we should continue to innovate in the development perspectives,institutional mechanisms,development models.And it is important to increase policy support and make up for shortcomings of the business environment.
