摘要
文章运用社会网络分析法,以长垣市为例,剖析宅基地“三权分置”改革中利益相关者之间的关系结构特征及问题,探寻改善关系结构的对策,为宅基地“三权分置”改革的科学有序推进提供决策参考。研究发现,长垣市宅基地“三权分置”改革中的利益相关者之间初步建立了良好的联系和沟通机制,没有出现明显的结构空洞;村委会、乡政府和自然资源管理部门位于网络中心,具有战略性优势地位;整体网络密度有待提高。因此,宅基地“三权分置”改革亟需为边缘利益相关者创设多元参与途径,提高其中心性,增加网络中的“桥”联结,消除结构洞,提高整体网络的密度。
The purpose of this paper is to analyze the characteristics and problems of the relationship structure among the stakeholders in the reform of“three rights separated”of rural housing land,and find out the countermeasures to improve the relationship structure,so as to provide the decision-making reference for the scientific and orderly advancement of the reform of“three rights separated”of rural housing land.The main conclusions are as follows:The stakeholders in the reform of“three rights separated”of rural housing land have initially established a good relationship and communication mechanism without obvious structural void in Changyuan.Village committees,township governments and natural resources management departments are in the center of the network,having strategic advantages.The overall network density needs to be increased.It is concluded that we should create multiple ways for marginal stakeholders to participate and increase their engagement,build up more“bridge”connections in the network,eliminate the structural hole,and increase the density of the whole network.
