摘要
国家治理以国家与社会之间相互支持关系为基础,政治体制能力则是政治体制的执行能力,集中表现为政治体制在构建国家与社会之间相互支持关系上的实践状态和取得的积极成效,因而政治体制能力是国家治理的根本支持,从根本上决定着国家治理的兴衰。政治体制能力与国家治理之间的因果联系是由国家治理的性质内在决定的,政治体制能力有着强烈的问题导向和明确的积极承诺。政治体制能力起源于国家与社会之间关系的塑造过程,它以制度、行动者和思想作为原材料,危机挑战、竞争压力和使命引领共同构成了政治体制能力发展的动力源泉。良好的国家治理以及国家治理水平的持续改善,要求始终保持国家与社会之间相互支持关系,这就意味着,政治体制必须坚持改革创新和发展完善,从而不断地塑造强大的政治体制能力。
National governance is based on the mutual support between the state and society,while the political system capacity is the executive capacity of the political system,which is mainly reflected in the practical and positive results of the political system in building the mutual support between the state and society.Therefore,the political system capacity is the fundamental support of national governance and fundamentally determines the rise and fall of national governance.The causal relationship between political system capacity and national governance is determined by the nature of national governance.The capacity of political system originates from the shaping process of the relationship between the state and society.It takes the institutions,actors and ideas as the raw materials,while crisis challenge,competitive pressure and mission guidance constitute the power of the development of political system capacity.This means that the political system must adhere to reform,innovation and development,so as to constantly shape strong capacity.
